Help translating Mezzofanti’s tombstone

I am preparing a short update for the anniversary of Mezzofanti's death with pictures of his birth house and tombstone. There are texts in Latin on both and I don't know how to translate them:

Ok, I'm not particularly sure about this but I'll give it a go:

UPON SIXTEEN HONORABLY Himself REGION Is JOSEPHUS MEZZOFANTI S R OUT OF BLAMELESS · TO LINGER AND PIETY REMEMBERED LIKEWISE ALL · DOCTRINE AND · ETERNAL NOVORUMQUE IDIOMATUM· Knowledge PLAINLY · ALONE · AND · TALK · AVENGING · Circle NOTISSIMUS BONONIAE · TO BE BORN · OR MDCCLXXIV IN ROME · DECREASE · OR MDCCCXLVIIII

That is pretty much what it says, although it is in old Latin - I think - and difficult to translate. It says he died on the sixteenth. It was not his fault. Doctor and eternal ???????? He was born in Bologne and died in Rome. Born in 1774 and died in 1849. Sorry I can't give a precise translation but it's a little confusing. :)
