I agree. When you have studied a language for two years, you think you are fluent. When you study for another two years, you realize you were not really fluent at all. When you study for another two years, you may be fluent, but you realize how much you still have to learn. After you have become truly fluent in one language (through 5-8 years of study) you now understand what it means and are unlikely to call yourself fluent in your third or fourth languages for many, many years. It is simply the case of "not knowing what you do not know". After three years of high-school Spanish, I could converse comfortably with people and I thought I was fluent. Then I went to college and realized how much grammar and vocabulary I did not know. After another four years of Spanish in college (including courses taught in Spanish), I thought I was fluent. Then I became a translator and realized that what I knew was only the very tip of the iceberg in terms of vocabulary, technical terms, grammar, slang, regionalisms, puns, humor, cultural references, etc.
I hate those commercials and ads that say things like "I learned Spanish in three months". No, what you did was study Spanish for three months. There really is no completion date.
