Strand (in the village) has a small corner with books in all kinds of foreign languages in the basement, to the right of the stairs / under the stairs. It's not much for each single language, but maybe you'll find something there.

10 West 49th street has a Japanese bookstore, although the stuff there is mostly authentic material... but you could probably find some dictionaries and grammar books there too.
