I wonder if he gets people's permission to put them on YouTube. Could be a lot of legal problems if he doesn't?

I have read this several times now, I think I even get the "gist" of it, but really, what does it mean? Is it an analogy to video games Moses came up with? Some colloquial phrase? Some Krashen terminology, an Irish thing? It is so hard to keep pace with the latest language learning methodology ...

Most likely a reference to video games (where you "level up" every once in a while, which makes your character(s) more powerful).

When I first saw the video, I thought he meant leveling up as in leveling up his language skill by using them in conversation.
