Having a passion for the language you're learning definitely helps in at least two ways:
- it speeds up your learning considerably
- it makes the entire process more enjoyable
That said, it's not necessary. I've gotten up to quite a satisfactory level of French (well, not really "satisfactory" for me, because I'm never satisfied, but enough to do almost anything I want in the language) without ever being in love with it. I've read classic French literature, made friends in the language, can watch TV and understand most of it, write journal entries in the language for fun, etc. And I didn't even have any particular reason for learning French – I just decided I would. I was determined to learn it.
My conclusion is that determination can take the place of passion – not as comfortably, but it can. However, if you don't have either one, you'd be best served turning your energy somewhere else. Spending a lot of time trying to master a language you're not in love with can be very frustrating.
If you're more interested in German and don't have a specific need for Spanish in your life, I would strongly recommend that you go with German first. Yes, there may be a slight danger of confusion with your Dutch at first, but the pronunciation and spelling (and general "mood") of the two languages is so different that it should help you keep them apart, and in the end your knowledge of the one will end up being very helpful with the other.
(And by the way, both German and Spanish have some of the most wonderful rich cultures you can find anywhere, so either one would certainly be a rewarding experience, "usefulness" aside!)
