4 It is not permitted to smoke here / You are not allowed to smoke here
I would even say "Smoking is not allowed/permitted here".

I had a friend here in Berlin who was in a similar situation. His solution was pretty simple: watch lots of TV/movies and read lots of books in English.
Don't worry about trying to find high literature. Just do lots and lots of reading of books you find interesting. Books have a much richer syntax and vocabulary than spoken language. Even comic books use a richer vocabulary than what is used in standard conversation.
I would strongly recommend buying a Kindle or some other ebook reader. They are not that expensive, and there are tons of English books available (much better than the situation in German). You easily look up words you don't know; and the inbuilt function allows you to make notes and copy vocabulary into Anki to learn if you wish. Though at your level you may just want to read extensively.
There are lots of interesting US shows out there that are worth watching, which will teach you more idiomatic vocabulary than you would learn in books.
You might also want to take part in the Super Challenge here, which is starting in May(?). 100 books and 100 movies in your TL by the end of 2014. I am still taking part in the last challenge and it was really helpful in getting my level up.

Placing modifiers before the verb is a norm in English, isn't it?

Thanks really, really much to you all! :) I think I can identify a pattern here: Read and listen as much as you can. So, I
will do this now definitely. Again thanks! xD
