If learning French is your priority, I would not move to Montreal directly, because
true immersion is not possible for an Anglophone there. It is probably the code-
switching capital of North America. As soon as you open your mouth and your
interlocutor detects your American accent, they will switch to English almost always.

So, Quebec City would be the better choice, but it's not the only one. UQAC, in
Chicoutimi, has an amazing program. So do other regional universities, such as
Rimouski, Sherbrooke, Trois-Rivières.

I lived in Chicoutimi for 3 years and loved it. It's clean, safe, there's a vibrant
immigrant community, breath-taking natural beauty, lots of activities to participate
in, nice restaurants and brasseries. Best of all, it's like 99% French-speaking, and
people there are very proud of it, so you have no choice but to learn and speak French.
