Anyone read this book? Seems to have an interesting format judging from the table of
contents. It focuses on "functional grammar illustrating the various uses to which the
language can be put".

I don't know this particular book, but if you're residing in Germany or still have a valid German library card, you can download German grammar in a nutshell as a .pdf file for free from the Onleihe (the German equivalent of Overdrive).

have a library card.

Most libraries in larger cities offer Onleihe downloads. You'll obviously need a library card to download books.
The annual library card fee is around €10-15, which allows you not only to borrow physical books and ebooks but also languages courses, computer games, DVDs and audio CDs.
Click your federal state on this online map to locate the library closest to you.
Note that all downloads are DRM-protected and only available for a limited period of time.

That's crazy talk! Living in your TL country you really should get one. I would be willing to bet that they have a Deutsch als Fremdsprache section, and then there are books organised by reading level, and a massive amount of native material, all available for free or a small fee.
