Does anybody know if there is a website which allows you to type in the IPA for a word, and then the audio is
generated for you to listen to? I did a search on google but have been unable to find anything. Thanks in advance
for any info!

AFAIK, pretty much the only website that offers an IPA-to-TTS conversion is the old AT&T Natural voices website, which requires a special input format described on the Yahoo website that I linked to. However, it only supports English and the voice quality isn't that great.
If you want to learn the sounds represented by IPA symbols, check out Paul Meier's website, which offers interactive IPA tables. The sound of some of the rarer phonemes might not be accurate though, since his rendition of pharyngeals leaves much to be desired.

It's not possible, TTS doesn't work that way. Most good quality TTS software is based on actual recordings, which are spliced into smaller parts and pieced together as needed. There are other methods, but the results are usually very poor.
