Is it true like when your reading kanjii and you don't know what it says you take it a part.For example: blood,evil,etc = vampire

Not quite that simple, but yes. The components generally give a hint to the meaning. You won't automatically know what it means just by looking at it, but you'll at least have an idea. And it's helpful for memorization, a la Heisig's Remembering the Kanji.

Some kanji are formed by putting different pieces together for their meanings, like you suggest. More, however, consist of "category" half plus a "pronunciation" half. For example:

海 ("umi", sea) is pronounced "kai" in compounds. The left half of the character means "water", giving a hint to its meaning. The right half is included not for meaning, but to give the pronounciation "kai". Other kanji pronounced "kai" include 悔 and 晦.
