There are a variety of keyboards for all computers and operating systems, do a quick
search for an esperanto keyboard. I haven't found any others that work well.

Is there a way to implement those characters into an IME?
I haven't found any IME on the list with both a ^ and a capron.

Did you try installing the language bar on Windows?
Control Panel --> Language and Region ---> Regional and Language Options ---> Keyboards
and Languages --> Change Keyboards
Then you can add languages that use these symbols and use their keyboards when you need
to.
