Interesting.. I get very peculiar set of results:
English - 14
German - 11
Esperanto - 7
Mandarin - 3
Italian - 14
Spanish - 13
Japanese - 12
Hebrew - 4
Perhaps I should drop Mandarin and Esperanto and take up Italian and Spanish instead. No, I like Esperanto and Mandarin too much to drop them. But one thing I notice is that for questions 8 - 11, all of your languages would get the same scores, as they only deal with "general motivation level" etc., not how much are you motivated to learn this "specific" language.

Number 10 (the one about how much time you would spend) can be answered differently for different languages. Generelly you might not want to spend too much time on languages you don't like or where you can't get enough interesting study materials. On the other hand someone who takes up an exotic language with a complicated writing system would probably be aware that such a language takes more time than a close relative of your native language.
And one quirky question more: the number of other non fluent languages you are working on right now depends of course on whether the one you are testing right now is included or not, - so the simple solution would be always to count the total number of non fluent languages. TYhe specific scores are less important.
The test is probably thought as a help to decide which language should be the next, not to be used on languages you already are studying. But used in this way you could even 'diversify' question nr. 11 so that it indicated whether you were very intent on reaching fluency or not in a specific language.
The main point with such a test probably is that you have to think about why you should choose to study a certain language, and if you already do: whether you should continue.

Maybe this topic should be pinned/stickied at the top of this forum section to assist people with picking a
language.

I concur with that, the test is quite interesting and this topic should be pinned. The HTML implementation is also good but I would like to make a suggestion for its further improvement. It would be nice if the test was to returns a bit more informative output, right now it just says "Your score is X." It shouldn't pose any difficulty (in terms of programming) to define several score trenches, each one with a short title and description. For instance:
[-32, -10] Be wise, stay away from this language;
[-9, 0] Probably not worth studying;
[1, 10] Think twice before you make the plunge;
[11,15] You should give it a try;
[16, 20] Definitely worth studying;
[21, ...] Is this destiny or have you just cheated? This language seems to be a perfect match for you.
These ranges and descriptions are arbitrary and any correction or suggestions are welcome. Furthermore, it is Reltuk who will have to implement it because the test is on his hosting. So, I hope he will agree to make this quick fix :).

My own scores weren't much of a surprise, nonetheless it was reassuring to see them come out as I've expected.
French 17
Russian 13
German 9
Japanese 9
