I got good at understanding the grammar through reading, not before reading. I did work through a textbook, but I truly believe it did more harm than good. The textbook explanations and ordering planted a lot of wrong ideas in my head and led to me develop bad habits.
I wouldn't advocate working through a textbook cover to cover, but having one on hand as a reference wouldn't be too bad. Just keep an open mind about grammar forms even after you read an explanation.
I'm sure you can understand children's books if you have a dictionary with you. You just need to find the easiest books first and work your way up. I heard there are a lot of Koreans in Canada, so find the Korean library in your town or some Koreans who have young children!

TAC 2009 Day 58
I downloaded a lot of new clips on the weather and some related to basketball and entertainment. I also did 50 reps of 3 different weather forecast clips, and did my 40 Anki cards for the day. In two days I've more than doubled the amount of time I've watched the weather in my entire life! 날씨였습니다.

TAC 2009 Day 59
I also did 50 reps of 4 different weather forecast clips, and did my 40 Anki cards for the day.
I'm going to remove my total for movies, because I've actually watched quite a few more than listed and the real work I'm trying to represent is captured in my Anki card total.
My life has been Koreanized several times over since I started studying, but since my current goal is understanding the news I'm going to newsify my life. All music has been wiped from my iPod and has been replaced with 7 different news podcasts. Pretty much all the listening been doing each day will transition to the news, and my homepage is switching from Cyworld to the TV section of Naver News.
One last thing: 유의하셔야겠습니다 is hard to say.

TAC 2009 Day 60
I did 50 reps of 2 different weather forecast clips.
This evening I met with my conversation partner and gave a much improved weather forecast for Kuwait. I was also significantly better at understanding when the forecast is read to me.
Lastly, I raised my daily Anki cards to 50 because it's a nice number and it will match my reps for the news clips.

I did 50 reps of 3 different weather forecast clips. This was my fifth day of the weather. My plan is loosely to focus on one segment of the news each week, and then find a way to tie it all together once I have exhausted all the segments.
I also did my 50 Anki cards for the day.

TAC 2009 Day 62
I did 50 reps of 3 different weather forecast clips. This was my sixth day of weather with one more to go. I met with my conversation partner and could speak pretty freely on the topic. I'm quite satisfied with the progress.
Next week is going to be sports, which will present a greater amount of vocabulary to learn than the weather did. My idea is to read encyclopedia articles on the various sports and leagues in Korea in addition to watching my clips. This weekend I will probably tackle a bunch of articles to make sure I'm familiar with all the words for positions, team names, and events (goals, free throws, fouls, etc.) that are specific to these sports.
I also did my 50 Anki cards for the day.

TAC 2009 Day 63
I did 50 reps of 2 different weather forecast clips and my weather week is over! With the first clip on my first listen I did I probably understood about 5% of what the lady said and got up to about 30% by the 50th listen. On my last clip this week I probably started at about 50% on the first listen and got up to about 80% on the last listen.
Of course, I knew almost all the words from the beginning, but they need to move up into some quicker section of my memory before I can understand them at full speed. This exercise has been extremely good for my listening comprehension, and I can truly feel my improvement each day.
The next seven days are completely devoted to the sports segment, and I think that it is going to be much more challenging!
This afternoon a bunch of new DVDs arrived in the mail. I now have the complete Dragonball, .Hack, and Full Metal Alchemist with Korean dubbing and subtitles. With my focus on the news though, I probably won't get to watching all these for some time.
I also did my 50 Anki cards for the day.
