你的妈妈, 她是中国人吗?
is perfect Chinese. Be sure to deaccentuate the “她”, which, grammatically a subject, has an "enclitic" feeling to the topic "你的妈妈". Personally I would say
你妈是中国人？ or 你妈她是中国人？ (with a [t] for “她”, combined with “是” that sounds like "tri" - "ri" for the rhotacized neutral vowel in “是”）
你妈 is a little too disrespectful, though.
