If your definition of "dominate" means that there are more Web sites in Mandarin than in any other language, I agree that such a moment will come soon. There are more and more people using the Internet in Mandarin, but you could probably make a similar claim about several other languages. Their Internet presence is also increasing.
Many of the first users of the Internet did so in English and a handful of other languages. Languages such as Mandarin are catching up if they have not already caught up.
Even if many thousands of new sites pop up in Mandarin, few English-speaking people--for example--will feel compelled to learn Mandarin for that reason.
There seems to be some consensus that Mandarin is not a particularly easy language for native speakers of English to learn, and I suspect this is also true for speakers of many related languages. As long as speaking Mandarin is optional for doing business with Chinese people, Mandarin won't "rule" the World Wide Web or any other sphere it doesn't dominate already.
