Given it is almost impossible to become natively fluent it's too much to expect of a reduced method (listening or reading) to give results that a combination of methods don't without a lot of work and effort to practice production (e.g. conversation, writing).
So - no!
However, I think it can be a valid learning method. Important not to put time into things that are boring or too difficult. Without comprehension there is very little if any learning.
I am of the view that some grammar is needed as one goes along. Equally it is really important to acquire an accoustic map of the language. So sounds must be acquired - this will not come from reading, though once acquired one practices to a degree one practices sounds even if reading silently.
My guess is that this can work to extent with a language related to one one already speaks (romance languages for example).
In this way I hope to learn Spanish. I am not, though, aiming for native fluency or anything near it. On top of my reading (works I am familiar with) I am studying a little grammar and making sure I listen to some Spanish (films and TV shows - with subtitles (English)).
I am not sure if this is a good method or not but the important thing is what one enjoys doing. At a later time I may take up a class or 1:1 tuition if I want to focus on speaking,but I don't feel I have to commit to this at the moment - I can do that later if I want to.
