English publishers don’t use IPA?

Yes, it does, but only after you put in some time and effort to get your head around it. Publishers of language materials with a general and 'uncommitted' user/buyer in mind want to make learning languages seem as simple, fun and unlike language study in education as possible and therefore don't use such a supremely helpful learning feature as the IPA.

Of course, one can use another system if it is simple, regular and provided with
explanations.
